A young girl whose father is an ex-convict and whose mother is a junkie finds it difficult to conform and tries to find comfort in a quirky combination of Elvis and the punk scene.

Dennis Hopper considered this movie a follow-up to Easy Rider (1969) in that this is what would have "likely happened" to those characters. In that same sense, we might consider it an unofficial origin story for his iconic role as Frank in Blue Velvet (1986) which follows on the same bill.
